Notes on Decree

This case documents the public implementation of corporal punishment by a Taliban primary court for morality-based offenses, carried out following Supreme Court approval. The use of a municipal courtyard and public setting underscores the exemplary and deterrent function of punishment. The absence of any reference to legal representation or procedural safeguards reflects continuing patterns of arbitrary punishment and denial of fair trial guarantees.
