Subject: Regarding the prohibition of teaching female students above grade six in public, private schools, and educational centers
Respected colleagues,
As you are aware, based on the previous directive from the Amir al-Mu'minin (may Allah protect him), the teaching of female students above grade six has already been communicated to the respected education departments and program managers of the Education Directorate of Herat Province.
Now, in accordance with the decision dated 26/9/1403 (corresponding to 14/6/1446) of the respected Commission for the Protection of Regulations and Procedures, endorsed by the Office for Promotion of Virtue and Prevention of Vice of Herat Province, and the decree number 112 dated 22/3/1446 (corresponding to 4/7/1403) from the esteemed Amir al-Mu'minin (may Allah protect him), the teaching of female students above grade six is suspended until further notice.
Therefore, this notice is being shared for your awareness, particularly regarding educational courses, in accordance with the above directive. Please take the necessary actions and inform the relevant departments accordingly.
With respect,
Mawlawi Rahmatullah Jaber

Notes on Decree

This formal directive issued by the Ministry of Education in Herat Province, pursuant to decrees of the Amir al-Mu’minin and endorsed by the Department for the Promotion of Virtue and Prevention of Vice, orders the suspension of education for female students above grade six across public, private, and educational centers. By grounding enforcement in multiple overlapping authorities and leaving the ban “until further notice,” the measure entrenches a province-wide, open-ended exclusion of girls from secondary education. The directive exemplifies the institutionalization of gender-based educational bans through administrative normalization and moral policing.
