This letter from the Taliban’s Ministry of Higher Education, together with 8AM Daily reporting, documents an intensification of the Taliban’s reconfiguration of public higher education through staffing decisions. The Ministry order removes identified university academic staff from faculty posts on the stated basis that they do not meet unspecified “Islamic and administrative criteria,” without citing performance standards, due process, or disciplinary procedures. The accompanying reporting indicates that these removals coincide with the appointment of Taliban clerics as “professors” at Parwan University and Al-Biruni University, while displaced academics are reassigned to administrative roles.
Read together, the letter and reporting support an assessment that these measures function as an administrative mechanism for ideological consolidation within universities—shifting teaching authority away from existing academic personnel and toward Taliban-aligned clerics—thereby affecting access to education, academic freedom, and equal participation in professional public life.
