Implementation Instructions
Academic Appointments
All candidates whose academic appointments have been approved must be placed in their respective academic positions. Teaching responsibilities shall be assigned to them, and their academic dossiers must be processed—along with verification of educational documents—through the relevant departments, the Faculty Academic Council, the Committee for Appointments and Separations, and the University Academic Council.
The finalized dossiers must then be submitted to this Directorate, so that based on the date of issuance of the Ministry’s decree referenced above, their appointments may receive final approval with the appropriate academic rank.

Notes on Decree

This decree documents the centralized restructuring of academic staffing within Afghanistan’s higher education system through mass appointments, transfers, and separations ordered by the Taliban Ministry of Higher Education. Issued following a committee evaluation and formal ministerial decree, the measure consolidates control over academic cadres in Islamic Culture, Sharia, and related faculties across multiple universities. The widespread removal and reassignment of existing faculty, without reference to academic review standards, appeal mechanisms, or consent, reflects the politicization and ideological reconfiguration of higher education institutions under Taliban authority.
