Subject: Establishment of Religious Scholars (Specialists) at the Provincial Level in the Country

In the name of Allah, the Most Gracious, the Most Merciful

Honorable Leadership,
The Ministry of Higher Education seeks to create specialized religious institutions at the provincial level to further the goals of the Islamic Emirate of Afghanistan, in line with the policies of higher education. This initiative aims to contribute to the moral education and strengthening of the country's youth, facilitate access for scholars, and provide specialists in the field of religious studies.

The Ministry of Higher Education proposes the establishment of religious institutions in the following provinces, with the corresponding required positions as outlined below:
Kunduz Province: 79 positions
Balkh Province: 79 positions
Herat Province: 79 positions
Nangarhar Province: 79 positions
In total, this would create 395 positions.

We kindly request the approval of the necessary staffing for these religious institutions and appropriate directives for relevant departments to proceed with the implementation of this plan.
