Notes on Decree

The mass removal of academic and administrative staff at Badakhshan University reflects the use of administrative restructuring as a mechanism of institutional control and exclusion within higher education. Framed as an “organizational structure” adjustment approved by central authorities, the dismissals disproportionately affect faculty and staff across multiple departments, including a significant number of women, without reference to performance, due process, or transparent criteria. Such actions function as indirect purges that undermine academic freedom, job security, and equal access to public employment, while consolidating centralized political and ideological oversight over universities.
