Notes on Decree

This official directive, authorizing the reopening of girls’ schools in Kabul up to grade 12, imposes strict behavioral and dress-code conditions, including mandatory face covering and restrictions on movement and social interaction. While it strives to signal progress, the order is rooted in control rather than access, framing education within a punitive and surveillance-oriented model.
