Subject: Submission of the List of Removed Subjects and Subjects to Be Taught with Revisions and Critical Review in Higher Education Institutions
To: The Esteemed Directorates of Universities and Private Higher Education Institutions
Peace, mercy, and blessings of Allah be upon you.
As the respected authorities of universities and higher education institutions of the country are already aware according to the policy of the Islamic Emirate of Afghanistan the academic curricula of universities and higher education institutions must be consistent with Islamic principles and the policies of the Islamic Emirate. Upon review it has been observed that a number of subjects included in the previous academic curricula which have not yet been revised or updated remain inconsistent with these principles and policies.
In view of the above a list of subjects from various academic fields has been carefully reviewed by scholars and experts in Islamic law. As a result eighteen (18) subjects have been identified as contradictory to Sharia and the policy of the system and therefore removed from the curriculum. In addition two hundred and one (201) subjects were found to contain partial inconsistencies these subjects are to be taught temporarily and in a revised and corrective manner within the country’s higher education institutions.
Accordingly the attached document containing the list of removed subjects and those to be taught with revisions and critical review (consisting of seven pages) is hereby sent to you. It is expected that the honorable university and higher education institution authorities will share the attached list with their respective faculties and departments strictly prevent the teaching of the removed subjects and instruct the concerned personnel to teach the partially problematic subjects critically and with the necessary corrections.

This entry documents a directive issued by the Ministry of Higher Education requiring universities and private higher education institutions to revise academic curricula in line with the policies and Islamic principles of the Islamic Emirate. The directive identifies a number of subjects deemed inconsistent with these standards, ordering the removal of certain courses and the revision of others to ensure compliance. Institutions are instructed to prevent the teaching of prohibited subjects and to deliver remaining content through a framework of critical review aligned with approved interpretations. The measure reflects the centralization of curricular control and the alignment of higher education with ideological and religious criteria set by the Taliban authorities.
