Letter Number: (955)
Date: 02/03/1447
Ministry of Higher Education
Office of the Director
Subject Summary: Submission of the list of rejected books for the purpose of informing relevant bodies, preventing their implementation, and ensuring the use of alternative books that do not contradict Islamic principles and the policies of the current system.
To all Directorates of Public and Private Universities of the Emirate:
Peace, mercy, and blessings of Allah be upon you.
May Almighty Allah grant you success in all your religious duties.
As the respected university authorities are aware, a number of specialized committees—composed of esteemed scholars as well as professors from the Faculties of Sharia and Islamic Culture—have convened multiple rounds of meetings to review and examine the textbooks and teaching materials used in higher education institutions across the country. The purpose of these meetings was to assess university books and educational content from doctrinal, ideological, religious, policy, cultural, and academic perspectives.
In view of the above, a significant number of university textbooks and teaching materials have been reviewed by the specialized committees. These reviews were conducted by the invited scholars and professors, in consultation with the relevant faculty members. As a result, 679 titles of books and teaching materials have been rejected by the mentioned scholars and professors.
Therefore, a list of the rejected books and materials—consisting of 50 pages—is attached and sent to you. It is expected that the respected university authorities share the attached list with their respective faculties and departments, and explain to the professors and department heads that they must temporarily use alternative books that do not contradict Islamic principles and the policies of the system until new alternative textbooks are determined by the committees.
This correspondence is sent to you for necessary and proper implementation.
Respectfully,
Sheikh-ul-Hadith Zia ur-Rahman Aryoubi
Deputy Minister for Academic Affairs

Notes on Decree

This entry documents a directive issued by the Ministry of Higher Education requiring all public and private universities to cease the use of 679 identified textbooks and teaching materials deemed inconsistent with Islamic principles and the policies of the Islamic Emirate. The directive follows a review process conducted by committees composed of religious scholars and academic staff, who assessed educational materials across doctrinal, ideological, cultural, and academic dimensions. Institutions are instructed to disseminate the list of rejected materials, prevent their use, and replace them with alternative texts that align with approved interpretations until new standardized materials are developed. The measure reflects the systematic filtering of academic content and the consolidation of ideological oversight over higher education curricula.
