Decree

Gender segregation decisions in universities, preventing coeducation of male and female students.

Decree Translation

Date: 1400/06/21 The Taliban's Minister of Higher Education stated in a press conference that universities must follow gender segregation, adhere to the new Islamic dress code, and will not permit mixed-gender education between male and female students. He also emphasized the need to revise the curriculum and mentioned that if female instructors are not available for female students, they can teach from behind a curtain or remotely using technology.

Notes on Decree

The Taliban’s directive enforcing gender segregation, strict dress codes, and curriculum revisions in universities reflects a broader effort to reshape higher education around ideological control. While framed as religious policy, internal inconsistencies—such as allowing remote or behind-curtain teaching—highlight the lack of theological coherence and reveal deep divisions within Taliban leadership.

These shifting and contradictory rules demonstrate that the restrictions are not grounded in Sharia but in prejudice and resistance to women’s participation in public life. The policy undermines the right to education and signals an ongoing attempt to marginalize women through institutionalized exclusion under the guise of religious reform.
