Opening schools exclusively for boys without mention of girls' schools.

To all Emirate and private schools, official madrasas, and Darul Ulooms across the country:

1. As previously announced regarding the commencement of the educational process up to grade six in all schools and official madrasas, we now inform all primary schools, high schools, and official madrasas for male students to begin their educational activities starting Saturday, 27th Sunbula. Therefore, all male teachers and students must attend their respective schools.

2. All provinces and relevant authorities are instructed to take the necessary measures in this regard.

Notes on Decree

This official directive, announcing the start of the academic year for male students only, reinforces the Taliban's ongoing exclusion of girls from secondary and higher education. By explicitly addressing only male teachers and students while remaining silent on female access, the announcement underscores a deliberate policy of gender-based segregation and denial of education for girls beyond grade six.

The directive reflects the Taliban’s broader educational framework that systematically disenfranchises women and girls, violating Afghanistan’s obligations under international human rights law, including the right to education, non-discrimination, and equality before the law. The reopening of male-only middle and high schools also meant that female teachers were excluded from returning to work.
