Decree

Lashing and beating of female students at Badakhshan University for not wearing hijab.

Decree Translation

Date: 08/08/1401 Female students at Badakhshan University report that the Taliban’s morality police have barred them from entering the campus due to not wearing burqas. Several students allege that the morality police subjected them to beatings and public humiliation. On Monday (8 Aqrab), students staged a protest in front of the university, chanting: “We don't want compulsory hijab.”

One protester told Daily Information newspaper: “We are distressed by the Taliban’s behavior. They’ve stationed two mullahs at the dormitory and university gates who insult and humiliate us daily under the pretext of enforcing full hijab.”

Another student stated that their protest was violently suppressed by Taliban forces using sticks and cables to disperse the crowd. Naqibullah Qazizada, president of Badakhshan University, confirmed that the Taliban Ministry of Higher Education had issued a dress code for female students, but acknowledged that the morality police were enforcing their own stricter version, including mandatory burqas. He indirectly confirmed the mistreatment of students, calling the enforcers’ behavior “unreasonable.”

Notes on Decree

This incident reflects a multilayered violation of women’s rights under Taliban rule, particularly the right to education, freedom of expression, and physical integrity. Female students at Badakhshan University face daily harassment, forced dress codes, and even physical assault at the hands of morality enforcers—beyond the scope of official ministry guidelines. The use of violence to enforce ideological compliance and suppress peaceful protest represents a serious breach of international human rights standards, particularly in the realm of education and protection from inhuman treatment. The presence of clerics at educational gates further signals the Taliban’s strategy of embedding religious policing into everyday academic life, systematically dismantling women’s access to public space.
