Directorate of Promotion of Virtue and Prevention of Vice
And the District Governor

Dear compatriots,

As you know, during the two Eids (Eid al-Fitr and Eid al-Adha), it is customary for people to visit each other and exchange gifts. However, it has been observed that some individuals have been promoting and displaying inappropriate customs during these days.

Therefore, all citizens are requested to refrain from engaging in activities that are against Islamic principles and culture. The Directorate will take necessary actions against those who do not comply with this directive.

With respect,
Directorate of Promotion of Virtue and Prevention of Vice
And the District Governor

Notes on Decree

Before the Taliban's return to power, Nawroz and the "Farmers' Festival" were widely celebrated every year on the first of Hamal/March in various cities of Afghanistan. While this decree focuses on Daikundi province, reports demonstrate that its been banned across Afghanistan.

Despite the ban, even after the Taliban's return, this traditional celebration is still observed by families. Cooking "samank" (a type of sweet pudding) and performing spring songs during its preparation, along with making "haft mewa" (seven fruits), are among the most common Nawroz customs among the people of Afghanistan.
