Decree Translation

Notice from the Islamic Emirate of Afghanistan – Ministry for the Promotion of Virtue and Prevention of Vice
Subject: Religious Conduct and Public Behavior Regulations

Peace be upon you, and the mercy and blessings of Allah.

Respected residents, especially the imam of the mosque, the following instructions must be seriously communicated to the public and implemented regularly:

On Fridays after 12:30 PM, all shops must be closed, and everyone is required to attend Friday prayers officially.
For the five daily prayers, shops must be closed, and congregational prayer attendance at the mosque is required.
Lessons on the obligatory acts of prayer must be delivered, and followers should learn the correct pronunciation of prayers.
Musical instruments are prohibited at gatherings and weddings.
Shops renting utensils or other items are advised to refrain from doing so, “for the sake of the Creator.”
Any violations will result in legal action, and no right to complain will be accepted.

On behalf of the Promotion of Virtue and Prevention of Vice branch, District Seven, Kabul Security Zone.

Notes on Decree

This directive from the District Seven branch of the Taliban’s Ministry for the Promotion of Virtue and Prevention of Vice imposes mandatory religious observance and public morality enforcement through coercive means. It requires mosque attendance for both Friday and daily prayers, bans music at private gatherings, and pressures local businesses to conform to unspecified religious standards—all enforced under the threat of legal action without the right to appeal. The language used—particularly the denial of the right to complain—signals a complete absence of due process and legal protection, while invoking religious justification for state interference in both private life and economic activity.
