Decree Translation

Date: 23/05/1403 Notice

All shopkeepers, market proprietors, and respected store owners in the city of Nili (Capital of Daikundi Province) are hereby informed that, in commemoration of the 24th anniversary of the nationwide opening of markets and shops, it is mandatory to display a flag above their premises on Tuesday, 23rd Esfand 1403, at exactly 10:00 AM.

In the absence of an official flag of the Islamic Republic on the mentioned day, a white fabric may be displayed at a height of one meter above the establishment.

Failure to comply will result in the sealing of the respective market or store for a period of three (3) days, and no objections or complaints will be accepted.

Sincerely,
Mayor of Nili

Notes on Decree

This directive from the Mayor of Nili mandating the display of the Taliban’s white flag over all commercial establishments reflects a broader strategy of enforced political conformity. By threatening to seal businesses for non-compliance, the Taliban local authority is coercively embedding its ideology into civilian life. This not only infringes on freedom of expression and individual autonomy but also raises concerns about the suppression of political plurality and the imposition of ideological identity through force.
