Decree Translation

Date: 27/07/1404
Live‑action imagery banned in Herat as well
In continuation of the Taliban’s ban on publishing images of living beings in the media, the publication of live‑action images has now also been prohibited in Herat Province.
Rukhshana: The Afghanistan Journalists Center stated in a press release today (Sunday, 27 Mizan) that this issue was first raised about a month ago by the Taliban’s Directorate for the Promotion of Virtue in Herat during a meeting with several local media outlets and YouTubers, and it has now been officially enforced.
Herat is the 22nd Province in which the Taliban have formally announced and implemented a ban on publishing images of living beings in local media.
According to the statement of the Afghanistan Journalists Center, following the enforcement of this ban, broadcasts of the National Television in Herat and at least two other private television stations in the province have been halted.
The Center added that Herat National Television, after increased pressure, has changed its mode of operation and for the past week has been active only on social media platforms, publishing its reports in audio and written formats.

Notes on Decree

This entry documents the expansion of a ban on publishing images of living beings to Herat Province, including the prohibition of live-action imagery in media. The measure reflects the enforcement of censorship through morality-based regulations, resulting in the suspension or alteration of media operations. It indicates the systematic restriction of visual media content and the narrowing of permissible forms of expression within an increasingly controlled information environment.
