Decree

Taliban shut down men’s barbershops in a Kabul neighborhood for shaving beards and cutting hair deemed “Western".

Decree Translation

Date: 17/04/1404 Local residents in Kabul told Amu that on Tuesday, Taliban forces shut down many barbershops in the second section of Khairkhana after accusing them of shaving men’s beards and cutting hair in what the Taliban consider “Western styles.” According to these sources, barbers have been barred from working and warned that harsher actions will follow if they continue such practices. They also said the Taliban’s Ministry for the Promotion of Virtue and Prevention of Vice had previously issued several warnings instructing these shops not to trim customers’ beards or style their hair in a “Western manner.” So far, Taliban officials have not released any official statement regarding the incident.

Notes on Decree

The forced closure of men’s barbershops in Kabul reflects the expansion of Taliban moral policing into everyday economic and social life. by criminalizing grooming practices and imposing ideological standards on appearance, Taliban authorities use PVPV enforcement to regulate personal autonomy and livelihoods through coercion rather than law. The threat of harsher punishment for non-compliance reinforces fear and conformity, while the restriction of lawful work undermines economic security.
