Responsibilities of the Overseer Regarding Tourist and Recreational Areas

Article Nineteen: The overseer is responsible for ensuring that the officials of tourist and recreational areas adhere to the following:
1. Constructing mosques for congregational prayers.
2. Ensuring that officials and visitors perform congregational prayers in the mosque.

This article formalizes a religious obligation into civil policy by requiring the construction of mosques and mandating congregational prayers in recreational areas. While framed as a moral duty, it effectively eliminates freedom of religious expression for those who may not subscribe to state-imposed practice or timing.
