Decree

Article 19 of PVPV Law mandates enforced prayer in public recreational areas, undermining religious freedom and personal autonomy.

Decree Translation

Law of Promotion of Virtue and Prevention of Vices
Responsibilities of the Overseer Regarding Tourist and Recreational Areas

Article Nineteen: The overseer is responsible for ensuring that the officials of tourist and recreational areas adhere to the following:
1. Constructing mosques for congregational prayers.
2. Ensuring that officials and visitors perform congregational prayers in the mosque.

Notes on Decree

This article formalizes a religious obligation into civil policy by requiring the construction of mosques and mandating congregational prayers in recreational areas. While framed as a moral duty, it effectively eliminates freedom of religious expression for those who may not subscribe to state-imposed practice or timing. It exemplifies the Taliban’s use of religious law to regulate all aspects of public life, including leisure, and reinforces surveillance through religious conformity.
