Responsibilities of the Overseer Regarding Prisoners
Article Twenty-Seven:
1. The overseers are required to release prisoners whose sentences have ended without delay.
2. The overseers are required to ensure that prisoners have access to religious duties and necessary needs and to provide the necessary facilities for them.

Notes on Decree

While Article 27 appears to establish safeguards for prisoners—such as the timely release post-sentencing and provision of religious and material needs—these responsibilities are narrowly framed around Islamic obligations. There is no reference to legal counsel, family visitation, healthcare, or independent oversight, leaving substantial room for abuse. Moreover, religious access is framed as a requirement rather than a right, implying coerced religious participation within detention facilities.
