Decree Translation
This is the official Law on the Promotion of Virtue and Prevention of Vice, enacted by the Taliban and published in the Official Gazette. The law outlines the duties of “overseers” tasked with enforcing moral conduct based on the Taliban’s interpretation of Sharia. It provides legal authority for regulating clothing, gender segregation, media content, religious practice, and public behavior, and introduces punishments outside the formal court system.

This document marks the formal codification of the Taliban's theocratic governance model under the authority of the Supreme Leader. Framed as a nationwide legal framework, the law empowers the Ministry of Promotion of Virtue and Prevention of Vice with expansive jurisdiction over all public, private, and media spheres. It institutionalizes gender segregation, clothing mandates, restrictions on speech and behavior, and introduces discretionary punishment mechanisms administered by non-judicial overseers. The law undermines fundamental rights such as freedom of expression, religion, assembly, and privacy, and places de facto legal power in the hands of local religious enforcers. Its enactment consolidates ideological rule and facilitates arbitrary enforcement without procedural safeguards or accountability.
