Chapter Four Miscellaneous Provisions Public Relations

Article Twenty-Eighth: The Ministry is required to consult with religious scholars, school teachers, educational institutions, and influential religious figures for the following purposes:
1. To establish good practices and eliminate evils.
2. To prevent the promotion of evils by the enemies of Islam.

Article 28 codifies ideological enforcement by requiring institutional actors—teachers, religious scholars, and schools—to participate in shaping and policing public morality. By framing dissent or cultural diversity as "promotion of evil by the enemies of Islam," the law criminalizes alternative worldviews and suppresses freedom of religion and expression.
