PVPC law centralizes final authority over morality enforcement with the Supreme Leader and invalidates all conflicting legislation, Articles 32-35, Law of Promotion of Virtue and Prevention of Vices.

Law of Promotion of Virtue and Prevention of Vices

Consultation Article Thirty-Second: If an overseer encounters an action not explicitly addressed in this law or other related legislative documents, they must inform the relevant head and seek guidance from the superior authority through the esteemed Office of the Amir al-Mu’minin, may Allah preserve him.

Receiving Assistance
Article Thirty-Third: The Ministry is required to share and cooperate with provincial officials on operational procedures for commanding good, forbidding evil, and handling complaints, and to obtain their assistance.

Proposing Procedures and Drafts Article Thirty-Fourth: For the better implementation of this law, the Ministry shall prepare procedures and drafts and submit them for approval to the esteemed Office of the Amir al-Mu’minin, may Allah preserve him.

Enforcement
Article Thirty-Fifth: This law shall be effective from the date of its ratification and publication in the Official Gazette. Any other laws not approved or ratified by the esteemed Office of the Amir al-Mu’minin or that are in conflict with this law are hereby annulled.

Notes on Decree

Articles 32–35 finalize the structural centralization of Taliban legal authority by subordinating all moral and legislative judgment to the office of the Supreme Leader. Ambiguities must be referred to him (Art. 32), operational partnerships must align with his office’s framework (Art. 33), and only his office can ratify further procedures or laws (Art. 34–35). This solidifies a theocratic legal regime in which no institutional or civil actor may question or deviate from a singular, supreme ideological authority—eroding rule of law, due process, and legislative pluralism.
