Article 14 of PVPV Law imposes religious dress codes on men, limiting personal autonomy and expression.

Rulings on the Covering of Men
Article Fourteen:
1. The private area of a man extends from below the navel to the knees, including the knees.
2. A man is required to adhere to the provisions of paragraph (1) of this article and other rulings related to covering.
3. During leisure and sports, a man must wear clothing that covers his private area. The clothing should not be excessively tight or reveal the shape of the body parts.

Notes on Decree

While the article targets men, the scope and severity of enforcement are generally less intrusive than those applied to women under similar laws. The provision imposes moral policing by defining the male ‘awrah (private area) and mandates modest attire during public and recreational activities. It reflects the Taliban’s intent to control bodily autonomy and behavior across gender lines, normalizing religiously framed dress codes as enforceable legal obligations.
