The Taliban Ministry of Justice has dismissed 11 female employees in Kabul who were receiving salaries while barred from attending work. A letter obtained by Rukhshana Media shows that the decision was communicated approximately 19 days earlier to central directorates by the ministry’s Human Resources Department and signed by Rahmatullah Halim, head of human resources.
According to the letter, the dismissals were issued following verbal instructions from the Taliban Minister of Justice. The stated justification was the “absence of a service provider for citizens,” noting that positions held by women would be suspended where services could not be delivered. The letter includes a list of 11 women employed in grades 4, 5, and 6 across departments and subordinate units of the ministry, who were placed on temporary dismissal from duty.
The dismissal of female employees from the Ministry of Justice formalizes gender-based exclusion from public service by penalizing women for restrictions imposed on them by the authorities themselves. By invoking “service delivery” as justification while barring women from workplace attendance, the policy converts enforced absence into grounds for termination. This practice entrenches institutional discrimination, erodes women’s economic security, and consolidates a gender-purged civil service.
