Decree Translation

On January 10, 2023, the Taliban authorities allowed female professors and employees at Kabul University to visit once a month to sign in person and collect their salaries and benefits. The Taliban issued a directive stating: "All female staff members of Kabul University, including professors, employees, and workers, must come on the last Thursday of each month, only for one day, to the designated location in the educational building of the Faculty of Law at the northern gate of Kabul University, to sign in." The notice also mentioned that on the day women come to the university, only one entrance to the university will be open. (Source: Independent Persian)

Notes on Decree

The Taliban’s directive allowing female staff at Kabul University to sign in once a month reflects a policy of token inclusion under strict control. Isolating women from campus life while preserving the appearance of employment underscores the regime’s intent to limit women's presence in public institutions, violating their rights to work, equality, and participation
