Subject: Organization of the Ministry of Energy and Water Structure
Following the meeting held on 26/6/1443 with the participation of the Second Deputy Prime Minister, esteemed members of the leadership of the Ministry of Communications, Ministry of Finance, Independent Administrative Reform and Civil Service Commission, the Ministry of Commerce, the Ministry of Energy and Water, and other colleagues, the following decisions were made:
1. The Documents and Communications Department and the Information and Publications Department will be reduced and placed under the office of the General Directorate, organized into a directorate with a total of 40 positions.
2. The General Directorate of Religious Affairs and Endowments will be downgraded to the second level.
3. Advisors will be reduced from 20 positions to five first-level and three second-level positions.
4. The Gender Directorate will be eliminated from the structure.
5. The General Directorate of Energy Services Regulation will be placed under the Energy Deputy Ministry with a total of 40 positions.
Additionally, some considerations regarding secondary directorates exist and should be reviewed and corrected. Based on the decision of the respected leadership members of the meeting and the Second Deputy Prime Minister of the Islamic Emirate of Afghanistan, the total number of positions in the Ministry of Energy and Water, which was initially 4064, should be reduced to 3535, and other positions will be eliminated.

The official restructuring decision from the Taliban's Ministry of Energy and Water includes the elimination of the Gender Directorate, signaling an institutional rollback of efforts to support gender inclusion in government operations. While the restructuring appears administrative on the surface, the targeted removal of a department specifically focused on gender issues indicates a deliberate move to dismantle gender-responsive governance frameworks.
This action undermines the right to non-discrimination and gender equality in public administration. The removal of institutional mechanisms that promote and monitor gender inclusion reduces women's visibility and participation in decision-making and public service structures. It also hampers the ability of the ministry to design and implement policies that address the needs and rights of women and girls.
