Subject: Revocation of License and Suspension of Activities of the Intersos Organization in the Country, and Handover of the Organization’s Assets

The charitable humanitarian aid organization Intersos, abbreviated as HAO, which was registered with this Ministry under license number 117 dated 19/8/1384 as a foreign non-Emirate organization, is hereby ordered to suspend all its activities in Afghanistan. This directive is based on official letter number 1817 dated 7/8/1446 Hijri from the respected Office of the Minister, conveying the decision of the Supreme Leadership of the Islamic Emirate of Afghanistan.
Accordingly, all respected Provincial Departments of Economy are instructed to take necessary actions regarding the suspension of the organization’s activities and the handover of its assets. This communication is issued for your awareness and further action. Please formally inform this office of any measures taken in this regard.

The revocation of the operating license of Intersos by the Ministry of Economy, acting on a decision of the Taliban, and the ordered handover of its assets constitute an administrative shutdown of humanitarian action without transparent justification or due process. This measure disrupts life-saving assistance and signals the use of regulatory power to control, punish, or expel independent humanitarian actors. The forced transfer of assets further raises concerns of unlawful expropriation and the politicization of aid.
