The ban on female employees in migration aid organizations in Kandahar.

Decree Translation

The Department of Refugees and Returnees has stated in an official letter: "As you are aware, based on the decree of the Amir al-Mu'minin, all female employees of non-governmental organizations must remain at home until further notice and refrain from reporting to work. It has been observed that some female employees of partner organizations have defied this order and are attending their duties. Therefore, please inform organizations working with the Spin Boldak Directorate, such as IOM, NRC, UNICEF, HRDA, and DRC, that starting tomorrow, all female employees in these organizations must stay at home and not report to work until further notice."

Notes on Decree

Following a nationwide Taliban directive banning women from working in NGOs, enforcement has intensified in provinces like Kandahar. An initial informal allowance for female staff in refugee services was revoked after a month due to alleged non-compliance. Women working with IOM, NRC, UNICEF, HRDA, and DRC in Spin Boldak were subsequently ordered to stay home. Earlier in January 2023, the Taliban also barred female health and education workers from working unless accompanied by a mahram (male guardian), further limiting their public participation
