Notes on Decree

This entry documents a directive issued by the Directorate of Agriculture, Irrigation, and Livestock in Yusuf Khil District of Paktika Province requiring residents of several local areas to submit zakat payments directly to the Public Treasury (Bayt al-Mal). The announcement references a prior decree by the Amir al-Mu’minin mandating that zakat be collected through official state channels and warns that failure to comply may result in legal action. The directive reflects the institutionalization of religious taxation within Taliban governance structures and the integration of Islamic fiscal obligations into administrative enforcement mechanisms at the district level.
