Decree Translation
After taking control of Afghanistan, the Taliban announced their government cabinet in a press conference. Following the Taliban leader as Amir al-Mu'minin, the Prime Minister, along with two deputies and several other commanders, were introduced as acting ministers of the cabinet.
The Taliban’s formation of a government following their return to power in 2021 signaled a consolidation of control that excluded women and marginalized ethnic and religious minorities. The cabinet, dominated by senior Taliban figures and military commanders, lacked representation from the broader Afghan population and failed to meet international standards for inclusive governance. This exclusion reflects the Taliban’s model of rule: centralized, ideologically rigid, and authoritarian.
Additionally, no mention was made of an institution called the Ministry of Women’s Affairs. This implied the elimination of the Ministry of Women’s Affairs from the cabinet and left hundreds of female employees of the ministry in an uncertain position.
