Hamdullah Nomani, the Mayor of Kabul, has issued a directive for female employees of the Kabul Municipality to stay at home and not report to work. The Mayor of Kabul stated that only women whose tasks cannot be performed by men are allowed to return to their duties. There are 3,000 women working as employees in the Kabul Municipality.

This directive by the Mayor of Kabul effectively removes the vast majority of the municipality’s 3,000 female employees from their positions, allowing only those whose roles are deemed irreplaceable by men to continue working. The order constitutes an act of gender-based discrimination and reflects the broader Taliban policy of restricting women’s participation in public and professional life.

By excluding women from municipal employment without due process or legal justification, the directive violates fundamental rights to work, equality, and non-discrimination. It also reinforces the ongoing erasure of women from public institutions under Taliban rule.
