Education, Gender Equality, Non-Discrimination, Participation in Public Life, Personal Autonomy, Work & Livelihoods
22, December 2022

Decree

The ban on female teachers and the presence of female employees in educational institutions.

Decree Translation

The Taliban's Minister of Higher Education, in an administrative meeting with officials and staff at the ministry, instructed both public and private universities that, starting from Jaddi 1, 1401 (December 22, 2022), and until further notice from the ministry, no woman is allowed to enter public or private universities. If any woman is found present or if the directive is violated, university officials will be punished. According to this order, female professors are not permitted to teach or work in universities, and female employees are also prohibited from going to their jobs.

Notes on Decree

The Taliban's decision to ban female professors from Afghan universities and prevent female employees from working in both government and non-government organizations is a clear case of gender discrimination and a denial of the civil and social rights and freedoms of women. This decision severely damages the educational and academic system of Afghanistan, leaving universities with a shortage of skilled and knowledgeable personnel, who are, in fact, the valuable national assets of the country.
