Date of Issue of the Order: 4/10/1401 (Solar Hijri Calendar)
Subject: Suspension of Female Workers in Domestic and Foreign Non-Governmental Institutions
Recently, serious complaints have been observed regarding the non-compliance with Islamic hijab and other laws and regulations of the Emirate related to this matter concerning the role of women in non-governmental institutions.
The Ministry of Economy, in order to fulfill its responsibility and mission regarding the work of non-governmental institutions, directs all respected institutions to suspend the work of female employees in their relevant departments until further notice.
In case of delay in this matter, the activity license granted by this Ministry to the institutions will be revoked.

This official decree marks a significant escalation in the Taliban's systematic exclusion of women from public life. By ordering the suspension of all female NGO employees and threatening to revoke licenses for noncompliance, the Taliban has effectively forced humanitarian and development agencies to enforce gender discrimination.
The order not only violates fundamental rights—such as the right to work and non-discrimination—but also undermines the delivery of critical services, including health, particularly to women and girls who cannot be reached without female staff.
