Decree Translation

Date: 24/06/1446

To the respected office of Akra Institute
Subject: Follow-up Directive Regarding the Suspension of Female Employment in Non-Emirati Domestic and International organizations.

Following the official letter No. (4293), dated 30/5/1444, issued by the Directorate for the Coordination of Non-Emirati Organizations, the following is hereby communicated:
As you are aware, the Ministry of Economy is the sole authority responsible for the registration and regulation of non-Emirati organizations. It represents the Islamic Emirate of Afghanistan and holds the mandate to coordinate and oversee all activities of domestic and international NGOs.
Therefore, once again, all respected non-Emirati organizations are instructed to strictly adhere to the contents of letter No. (4293) from this Ministry, which mandates the suspension of female employment within these organizations. Necessary actions must be taken in accordance with this directive.

Failure to comply will result in the suspension of all activities of the respective organization, and the operating license issued by this Ministry will be revoked.

This directive is being communicated to your esteemed organization with the expectation that it will be disseminated to all relevant non-Emirati organizations through your channels.

Respectfully,
Al-Haj Mawlawi Mohammad Alam Jamil
Deputy Minister for Finance and Administration

Notes on Decree

This directive issued by the Ministry of Economy, under the authority of the Taliban, mandates the suspension of female employment across all domestic and international NGOs and enforces compliance through threats of license revocation and operational shutdowns. The measure institutionalizes gender-based exclusion from the workforce and leverages economic coercion to compel organizational compliance. By embedding discrimination into regulatory control over civil society, the directive systematically undermines women’s livelihoods, autonomy, and participation in public and humanitarian life. A letter signed by Mohammad Alam, the Deputy Minister for Finance and Administration at the Ministry of Economy, emphasizes that the directive to halt the employment of women in non-governmental organizations must be strictly observed.

Meanwhile, a source close to the Ministry confirmed to VOA that the Taliban has reissued this letter to NGOs, urging them to take serious measures in response. Another source told VOA that the Taliban communicated this directive last week to NGOs through the Agency Coordinating Body for Afghan Relief and Development (ACBAR).
