In accordance with the ruling of the Primary Court of Qala‑e‑Zal District in Kunduz Province, two individuals were penalized for their involvement in a homicide case. On Monday, 11/8/1446 AH, the court‑ordered discretionary punishment (ta‘zīr) was carried out publicly.
The Primary Court had sentenced each of the convicted individuals to eight months of enforceable imprisonment, in addition to fifteen lashes as a ta‘zīr penalty.
This case documents the public implementation of discretionary punishment by a Taliban primary court in a homicide case, combining imprisonment with corporal punishment. The execution of the sentence in a public setting underscores the continued use of spectacle as part of judicial enforcement. No information is provided regarding legal representation, evidentiary standards, or procedural safeguards, reinforcing patterns of opaque judicial practice and arbitrary punishment.
