Official decree by Taliban Supreme Leader authorizes public execution of two men under Qisas law in Ghazni.

Decree Translation

Date: 1445/08/11 "Today, the verdict of Qisas (retribution) was carried out on two murderers in the center of Ghazni province, in the presence of the public. The identities of these two murderers, who had been sentenced to Qisas by the courts for different cases of murder, are as follows:
The first murderer, Syed Jamal, son of Syed Mahmood, grandson of Syed Rasul, a resident of the village 'Loreh' in the district of Syedabad, Wardak province, had killed Amir Mohammad, son of Sultan Mohammad, grandson of Khair Mohammad, a resident of the same village 'Loreh' in Syedabad district, using a sharp instrument (knife) on the 10th of Dhu al-Hijjah, 1438 AH.
The second murderer, Gul Khan, son of Shah Wali, grandson of Syed Jamal, a resident of the village 'Salim Char Diwal' in the district of Andar, Ghazni province, had killed Mohammad Qasim, son of Nazaruddin, grandson of Mullah Abdul Rahim, a resident of the same village 'Salim Char Diwal' in Andar district, using a sharp instrument (knife) on the 12th of 10th month, 1400 SH.
These two murder cases were thoroughly and repeatedly examined separately by the three judicial bodies of the Islamic Emirate of Afghanistan (Primary, Appeal, and Supreme Courts). As a result, the sentence of Qisas was issued and confirmed. Afterwards, these verdicts were reviewed by the esteemed Amir al-Mu’minin Sheikh-ul-Hadith Mullah Haibatullah Akhundzada, the leader of the Islamic Emirate of Afghanistan. To ensure thoroughness, an additional review was conducted by the Amir al-Mu’minin. Finally, the verdict for the application of Qisas was issued by the leader of the Islamic Emirate of Afghanistan. These Qisas verdicts were carried out today, Thursday, 11th of Sha'ban al-Mu'azzam, 1445 AH, at the Ali Baba football stadium in the center of Ghazni province in the presence of several citizens."

Notes on Decree

The public execution of two men under Qisas (retribution) in Ghazni—personally reviewed and approved by Taliban leader Haibatullah Akhundzada—represents the consolidation of judicial and executive power under a non-transparent system. While the process formally passed through the court hierarchy, the application of capital punishment in a public venue, compounded by the absence of due process safeguards, raises serious concerns about the arbitrariness, fairness, and legality of the Taliban’s criminal justice system.
