Six Individuals Received Discretionary Punishment in Laghman Province
According to the ruling of the Primary Court of Alishing District, Laghman Province, discretionary punishments were carried out against six individuals for various offenses. The sentences were implemented in a public gathering on 26/08/1446 AH.
The event organized for this purpose was attended by Haji Abdul Karim (Haqqani), President of the Court of Appeals of Laghman Province; Haji Mohammad Qasim (Hamas), President of the Primary Court of Alishing District; Akhtar Mohammad (Muzammil), Deputy Governor of the province; judges of the Primary Court; as well as a number of elders, religious scholars, and members of the general public.
During the gathering, the President of the Court of Appeals delivered a comprehensive speech on the importance of discretionary punishments and prescribed penalties, emphasizing that hudud and taʿzir punishments are considered essential principles for the reform of society.
The gathering concluded with a prayer following the implementation of the discretionary punishments.
The public implementation of discretionary punishments against six individuals in Laghman Province reflects the continued use of corporal and punitive sanctions by Taliban authorities as instruments of moral regulation and social control. The execution of punishments in a public gathering, accompanied by official speeches framing hudud and taʿzir penalties as essential to social reform, underscores the performative and ideological role of punishment in legitimizing coercive governance. Carried out through judicial processes lacking independence and meaningful safeguards, these punishments function as arbitrary practices that normalize physical violence, undermine dignity and personal autonomy, and reinforce fear within the broader community.
