Dissolved the Independent Human Rights Commission of Afghanistan and five other institutions.

Decree Translation

Date: 14/2/1401 Decree number (2012), dated 14/2/1401 and issued by the Commission for the Organization and Salaries under the Deputy Directorate Office of the Head of Cabinet, announces the dissolution of the Human Rights Commission, the Constitutional Oversight Commission, the House of Elders, the House of Representatives, the High Council of National Reconciliation, and the Security Council.

Based on verbal guidance from the Commander of the Faithful, the decree orders that the administrative structures and services of the Independent Human Rights Commission, the Constitutional Oversight Commission, the House of Elders, the House of Representatives, the High Council of National Reconciliation, and the Security Council shall be dissolved as of 1/1/1401.

Notes on Decree

Following its return to power, the Taliban regime swiftly moved to dismantle key institutions that had served as pillars of accountability, oversight, and human rights protection in Afghanistan. Through a decree issued in early 1401 (2022), and based solely on verbal instructions from the Taliban's Supreme Leader, the administrative structures of the Independent Human Rights Commission, the Constitutional Oversight Commission, the House of Elders, the House of Representatives, the High Council of National Reconciliation, and the Security Council were formally dissolved.

The Taliban’s long-standing disregard for international human rights norms was reflected in this decision, which effectively removed the few remaining institutional mechanisms capable of monitoring and exposing rights violations and breaches of international law. The targeting of the Human Rights Commission, in particular, appears to have been a deliberate attempt to silence scrutiny of the regime’s actions.

This sweeping dissolution drew strong condemnation from the international community. Human rights organizations, as well as member states at the United Nations General Assembly and Security Council, expressed deep concern over the erasure of legal and democratic institutions in Afghanistan. These developments were widely reported in both national and international media as emblematic of the Taliban’s authoritarian consolidation of power and abandonment of basic principles of accountability and rule of law.
