Decree Translation
Date: 20/10/1444 Today, on the 20th of Safar 1444 AH, in the courtyard of the primary court of the Darzab district, based on the decision of the courts of Jowzjan province, two criminals were subjected to punitive sentences for the crime of unlawful marriage. In the gathering held for the enforcement of the punitive sentences against the mentioned criminals, in addition to the officials and staff of the provincial courts, the director of Hajj and Awqaf, the director of Amr bil Ma'ruf, the district governor, Maulvi Syed Mohammad, the district security commander of Darzab, officials of the Emirate, esteemed scholars, Mullah Hafizullah Khalid, and Mansour Dadullah, the intelligence director of Darzab district, were also present. The session began with the recitation of several verses from the Holy Quran; then some esteemed scholars and officials spoke on various subjects. This meeting concluded with prayers after the enforcement of the punitive sentences.
The public punishment of individuals for "unlawful marriage" in Jowzjan province illustrates the Taliban's continued use of arbitrary and moralistic justice systems that undermine fundamental legal safeguards. The ceremonial enforcement, attended by religious and security officials, suggests a strategy to normalize punitive social control under the guise of religious morality. This practice violates personal autonomy and due process, and may constitute cruel or degrading treatment—further consolidating the Taliban’s authority through fear rather than rule of law.
