Decree Translation

Date: 15/11/1446
Four Individuals Given Disciplinary Punishment in Logar Province
According to a decision by the Primary Court of Mohammad Agha District in Logar Province, three individuals — including two women — were today, Tuesday, 15/11/1446 AH, given disciplinary punishment on charges of engaging in illicit relationships, while one individual was punished on the charge of sodomy.
The Primary Court had sentenced two offenders to 39 lashes, one offender to 25 lashes, and the accused in the sodomy case to 20 lashes. The ruling was implemented after being approved by the High Authority of the Supreme Court.
The gathering held for this purpose was attended by the district’s Primary Court Chief, Mawlawi Rohullah (Ghalib), along with the court’s mufti, registrar, staff members, the district governor and his deputy, the district police chief, intelligence officers, other district employees, and local residents.
Speaking at the gathering, the Court Chief stated that they implement divine laws under all circumstances and consider defending the “pure Islamic system” a religious and Sharia responsibility — one from which they will never retreat.
Continuing the session, the district governor called on the public to fully cooperate with security agencies in detaining offenders, so that crimes can be prevented and justice upheld.

Notes on Decree

This case reflects the routine imposition of corporal punishment by Taliban courts for morality-based offenses, enforced publicly and accompanied by ideological messaging that frames punishment as a religious obligation. Supreme Court approval and the presence of judicial, security, and administrative officials underscore institutional endorsement and coordination across governance structures. The absence of any reference to defense rights or procedural safeguards reinforces patterns of arbitrary punishment and denial of fair trial guarantees.
