This entry documents the implementation of discretionary criminal punishments (taʿzir) in Kabul Province following rulings by the Primary Court for the Prevention of Narcotics and Intoxicants. Twelve individuals were sentenced to imprisonment and corporal punishment for offenses related to the sale and distribution of narcotic tablets. The combination of custodial sentences and flogging reflects the Taliban justice system’s reliance on corporal punishment as part of criminal enforcement. The approval of the sentences by the Supreme Court authority indicates centralized oversight in the application of these punishments.
