Notes on Decree

This notice documents the application of Taliban criminal justice through the combined use of public corporal punishment and custodial sentences for moral-conduct offenses. The public execution of lashes, alongside multi-year imprisonment and Supreme Court confirmation, reflects the institutionalization of punitive enforcement mechanisms that rely on physical punishment and public spectacle, applied to both women and men under Taliban judicial authority.
