Notes on Decree

This case reflects the routine use of Taliban judicial authority to enforce moral-conduct norms through combined custodial and corporal punishment, including against women. The confirmation of district-level sentences by the Supreme Court demonstrates vertical integration of enforcement across the Taliban court system, normalizing flogging and imprisonment as standard disciplinary tools. The case contributes to a broader pattern in which moral-conduct adjudication operates without visible procedural safeguards and functions as a mechanism of social control rather than individualized justice
