Decree

Former Takhar provincial official tortured in Taliban custody in Takhar.

Decree Translation

Local sources report that the Taliban have arrested, beaten and tortured the former head of the Takhar Provincial Council while he was in prison. One of the relatives of Arbab Rohullah, the former head of the Takhar Provincial Council, confirmed this to Hasht-e Subh on Sunday, August 4. According to the relative, the condition of the former provincial council head in Taliban custody is critical, and the Taliban have now transferred him to the Kunduz Regional Hospital. The source added that the Taliban have not allowed Arbab Rohullah's family members to visit him.

The Taliban arrested Arbab Rohullah on Friday, July 19, after the midday prayer in Taluqan, the provincial capital of Takhar, and transferred him to the 217th Omari Corps in Kunduz province. The Taliban have not yet commented on the arrest of this former official.

It is worth noting that since the Taliban's return to power in Afghanistan, they have consistently engaged in arbitrary arrests, torture, and execution of former government military personnel, with no accountability to any institutions.

Notes on Decree

The arrest and reported torture of Arbab Rohullah, a former provincial council head, exemplifies the Taliban’s pattern of targeting former officials through arbitrary detention and abuse. The denial of family visitation and lack of formal charges further reflect a justice system devoid of transparency and accountability. Over the past two weeks, the Taliban have carried out widespread arbitrary arrests in Takhar.
