Decree Translation

Hasht-e Subh, Kabul: Sources report that the Taliban have shot and killed a newlywed young man in Kabul. According to the sources, on Tuesday, August 13, Taliban fighters opened fire on Hamid Jalal in the Karte Naw area of Kabul because his vehicle overtook a Taliban vehicle.

The sources indicate that two bullets struck Jalal in the head, and he died from severe injuries in the hospital. Jalal was originally from Khogyani district in Nangarhar and had recently graduated from the Faculty of Computer Science. The sources also noted that he had recently gotten married.

The Taliban have previously killed young people in various parts of Kabul for allegedly not stopping at their checkpoints.

On July 4, a young man was also executed by the Taliban in the Brishna Kot area of the 7th district of Kabul.

Notes on Decree

The extrajudicial killing of Hamid Jalal by Taliban fighters for a traffic-related incident highlights a grave abuse of power and a flagrant violation of the right to life and due process. This act, devoid of legal justification or judicial oversight, reinforces patterns of state-sanctioned violence, impunity, and lawlessness under Taliban rule, undermining both public safety and fundamental human rights.
