Notes on Decree

This entry documents the implementation of disciplinary punishments (taʿzir) on two individuals, including one woman, in Kabul for the offense of “running away from home.” Sentences included two years of imprisonment and 35 lashes each, carried out after approval by the Supreme Court. The criminalization of leaving the household, particularly in the case of women, reflects the enforcement of restrictions on freedom of movement and personal autonomy within the Taliban’s judicial system, alongside the use of corporal punishment for such offenses.
