Discretionary punitive sentencing was carried out against four offenders in Ghor Province.
Based on the ruling of the Criminal Chamber of the Court of Appeals of Ghor Province, punitive disciplinary sentences were carried out on four individuals, including two women, for the offense of moral corruption. The implementation took place on 6/05/1447 AH at the sports stadium.
The Criminal Chamber had sentenced the aforementioned convicts to thirty‑nine lashes each as a discretionary (taʿzīr) punishment, and this decision was enforced following confirmation by the Supreme Court.
The discretionary sentence was executed in the presence of Sheikh Abdul Karim (Samim), the President of the Court of Appeals, members of the judiciary, and the general public.
The public flogging of four individuals, including two women, in Ghor Province reflects the continued use of discretionary corporal punishment by Taliban authorities to enforce vague moral norms and assert social control. The execution of lashings in a sports stadium, following Supreme Court confirmation and in the presence of senior judicial officials and the public, underscores the performative and exemplary nature of punishment intended to intimidate the wider community. The charge of “moral corruption” relies on an indeterminate and gendered moral framework that enables broad criminalization of private conduct. Implemented through judicial processes lacking independence and meaningful safeguards, the punishment functions as an arbitrary and coercive practice that undermines personal autonomy, dignity, and gender equality while normalizing physical violence as an instrument of governance.
