Two Defendants in Laghman Province Given Discretionary Punishment
According to a ruling issued by the Urban Primary Court of Laghman Province, two individuals accused of liwat (same‑sex conduct) were subjected to discretionary punishment (ta‘zīr) on 18/5/1447 AH in a public gathering.
The Primary Court had sentenced the two defendants to 39 lashes each as a ta‘zīr penalty. This verdict was carried out after being approved by the High Council of the Supreme Court.
The ceremony organized for the implementation of the sentence was attended by the heads of the Appellate and Urban Primary Courts, judicial members, administrative staff, petitioners, and members of the general public.
This entry documents the public implementation of disciplinary punishment (taʿzir) on two individuals in Laghman Province accused of same-sex conduct. The imposition of corporal punishment on accused individuals for conduct related to sexual orientation, carried out in a public setting, reflects the enforcement of morality-based offenses and the use of punitive measures to regulate private life within a judicial system characterized by limited due process safeguards.
