Decree

The implementation of punitive measures on more than 25 individuals in Nimroz province.

Decree Translation

Date: 26/04/1445 On Friday, the date (26th Rabi' al-Thani, 1445 AH), following the congregation for Friday prayers at Shahid Haqani Sports Stadium in Zaranj city, the capital of Nimroz Province, a public gathering was held attended by the Chief Judge of the City Court, the judicial delegation of the Criminal Court, esteemed scholars, enforcers, mujahideen, governmental and military officials, and the general public. Punitive measures were applied, by way of physical punishment, to more than 25 individuals accused of crimes including theft, unlawful relationships, burglary, and looting.

Notes on Decree

Following Friday prayers in Zaranj, the public flogging of over 25 individuals for alleged crimes—including theft, burglary, and “unlawful relationships”—demonstrates the Taliban’s continued reliance on corporal punishment as a tool of public discipline. The use of a religious and communal setting for such acts, attended by judicial, military, and religious figures, underscores the regime’s merging of legal enforcement with public spectacle, in violation of international norms prohibiting cruel, inhuman, or degrading treatment
