Decree

The execution of punitive measures on more than two individuals in Badakhshan province for 'fleeing their homes'.

Decree Translation

On Monday, dated 11/6/1445 AH, based on the verdicts and decisions of the courts, punitive measures were imposed on two criminals in Khawsh District, Badakhshan Province, due to the crime of fleeing from home. The cases of the aforementioned criminals were carefully examined by the relevant court, and after completing the legal procedures, the criminals were sentenced not only to imprisonment but also to punitive measures.

Notes on Decree

This incident in Badakhshan Province highlights the Taliban's continued application of punitive measures, including corporal punishment, for acts such as "fleeing from home"—a charge often disproportionately applied to women seeking to escape forced marriages or domestic abuse. Such practices violate international human rights norms, particularly regarding liberty and security, freedom of movement, and protection from cruel or inhuman treatment, and reflect the broader systemic denial of personal autonomy and justice under Taliban rule.
